The Community Health Assist Scheme (CHAS) enables all Singapore Citizens, including Pioneer Generation (PG) and Merdeka Generation (MG) cardholders, to receive subsidies for medical and/or dental care* at participating General Practitioner (GP) and dental clinics.

Eligibility Criteria:

All Singapore Citizens are eligible for CHAS. The CHAS benefits will be tiered according to household monthly income per person or the Annual Value (AV) of the home, as indicated in the table below:

Gross monthly income refers to your basic employment income, trade/self-employed income, overtime pay, allowances, cash awards, commissions, and bonuses. *Members of the public who are on Public Assistance (PA) scheme do not need to apply as they are already eligible for CHAS.

Merdeka Generation Package

The Government has introduced the Merdeka Generation Package (MGP) in 2019 to honor and thank our Merdeka Generation (MG) for their contributions.

The MGP supports the aspirations of MG seniors in their silver years by helping them to stay active and healthy and providing them better peace of mind over future healthcare costs.

Eligibility Criteria:
Criteria 1
The MGP is for Singaporeans who:

Were born from 1 Jan 1950 to 31 Dec 1959
(i.e., 60 to 69 years old in 2019); and

Became Singapore citizens on or before
31 Dec 1996.

Eligibility Criteria:
Criteria 2
The MGP is also extended to Singaporeans who:

Were born on or before 31 Dec 1949
(i.e., 70 years old and above in 2019); and

Became Singapore citizens on or
before 31 Dec 1996; and

Do not receive the Pioneer
Generation Package.

Eligible Merdeka Generation seniors would have received hardcopy letter notifications in April 2019. They would have also received their Merdeka Generation Card and Welcome Folder, containing more details on the benefits, in late June 2019.

Pioneer Generation Package

The Government has introduced the Pioneer Generation Package in 2014 to honor and thank our pioneers for their hard work and dedication in making Singapore what it is today.

The package includes a host of initiatives aimed at making healthcare affordable for our pioneer generation for life.

Eligibility Criteria:
The Pioneer Generation Package is for Singaporeans who:

Were born on or before 31 Dec 1949
(i.e., 70 years old and above in 2019); and

Obtained Singapore citizenship on or
before 31 Dec 1986.

Those eligible for the Pioneer Generation Package would have received a notification letter in June 2014. Please keep your NRIC address updated.

CHAS Subsidies

The colour of the CHAS card indicates the subsidy tier that cardholders are entitled to, namely the CHAS Blue, Orange or Green, Merdeka Generation or Pioneer Generation tier. As some dental treatments may require co-payment, you may wish to check with the dentist on the fees you need to pay before proceeding with the treatment.

Do note that by using the CHAS/MG/PG cards and/or accepting CHAS subsidies at the clinics, cardholders agree to allow the doctor/dentist to disclose their personal information to the Ministry of Health (including its authorized agents).

The table below summarises the subsidies that cardholders can receive, depending on their card's subsidy tier. However, CHAS dental subsidies will not be applicable for CHAS Green cardholders.

Q & M Dental are participatory clinics under the CHAS scheme. You can visit any Q & M clinic of your choice. For the list of Q & M dental clinics, please CLICK HERE.

To receive CHAS/Pioneer Generation/Merdeka Generation subsidies for your dental treatment, please present your card and NRIC upon registration.

For cardholders below 15 years old, you have to present your card and birth certificate (in place of NRIC).

Singapore Citizens who are on Public Assistance (PA) will receive full subsidies for treatment of conditions covered under CHAS. To receive subsidies at participating CHAS dental clinics, PA cardholders will need to produce their PA card and NRIC upon registration.
